be assistant attorney general for doj's civil rights division
WASHINGTON, D.C. - U.S. Senator Barbara A. Mikulski (D-MD) today praised the nomination of Thomas E. Perez to be the Assistant Attorney General for the Civil Rights Division in the Department of Justice. Perez currently serves as the Secretary of Labor, Licensing & Regulation for the State of Maryland.

» Theresa Daytner to Receive SBA Honor
The U.S. Small Business Administration’s Baltimore District Office is pleased to announce that
Ms. Theresa Daytner of The Daytner Corporation in Mt. Airy, Md. has been selected as the
2009 Maryland Women in Business Champion of the Year.
The selection for this award was based on several criteria, including: efforts to increase business
and financial opportunities for women; volunteer efforts to strengthen the role of women
business owners within the community; and advocacy of the women-owned business

» Lawmakers approve illegal immigrant license ban
ANNAPOLIS, Md. (Map, News) - Illegal immigrants will no longer be able to hold Maryland licenses as of July 1, 2015, under legislation approved shortly before the state legislature adjourned its 2009 session.
Legislators have wrestled all session with how to end Maryland's status as the only state east of the Rocky Mountains that issues licenses to illegal immigrants, with many worried the state had become a magnet for fraud.
The House of Delegates had approved a bill that would allow illegal immigrants who already have licenses to renew them and receive a separate, distinct ID, that could not be used to board planes or enter federal buildings. But the Senate wanted to deny driver's licenses to illegal immigrants altogether.
A conference committee charged with finding a compromise agreed that illegal immigrants who already have Maryland ID will be able to renew their license and receive an ID that couldn't be used to board planes or enter federal buildings, but those license renewals would all expire by July 1, 2015.

Maryland/Virginia/Washington DC DOTs Streamline DBE Certification
On September 12, 2008, Maryland Governor Martin O'Malley, Virginia Governor Timothy M. Kaine, and District of Columbia Mayor Adrian M. Fenty signed a memorandum of understanding (MOU) agreeing to streamline the certification process for local Disadvantaged Business Enterprise (DBE) firms that want to participate in federally funded transportation projects throughout the Washington DC region. Under this MOU, DBE firms already certified by one agency in the Washington DC region will be able to apply for certification in the other jurisdictions through a more efficient process with minimal paperwork. In order for a firm to bid on a federal transit, highway or airport project, that business must be certified in the specific jurisdiction where the project is based.
This MOU – the first regional (multi-state/district) DBE certification consortium in the natio - streamlines the certification process for any firm that has been certified as a DBE or an Airport Concession Disadvantaged Business Enterprise (ACDBE) by its home jurisdiction. Certified DBEs will now be eligible to participate in the streamlined certification process with the following certification agencies: the Maryland Department of Transportation, the Virginia Department of Minority Business Enterprise, the District Department of Transportation, the Washington Metropolitan Area Transit Authority, and the Metropolitan Washington Airports Authority.

FSA COUNTY COMMITTEE NOMINATIONS START JUNE 15
WASHINGTON, June 11, 2008 - Agriculture Secretary Ed Schafer announced farmer and rancher candidate nominations begin June 15 for local Farm Service Agency (FSA) county committees. The nomination period continues through Aug. 1, 2008. Elections take place this fall.
"I encourage all producers to participate in the county committee election process by nominating candidates by the August 1 deadline," said Schafer. "We are counting on as much participation as possible, because county committees are an important link between the farm community and the U.S. Department of Agriculture. We have seen a trend in recent years of increased nominations of minority and women producers and we hope that will continue."

Governor O’Malley Installs Hispanic Affairs Commission
New Commission expanded, moves to Office of Community Initiatives
Governor Martin O’Malley greeted the members of the new Governor’s Commission on Hispanic Affairs at the State House today and announced changes in the makeup and affiliation of the commission. During a mid morning ceremony in the Governor’s Reception Room, the Governor introduced prominent business woman and former President of the Baltimore Hispanic Business Chamber, Maria Welch, as the new commission chair. Governor O’Malley also announced the movement of the Hispanic Affairs Commission to the Governor’s Office of Community Initiatives, elevating the commission to the executive level.

Dear Chamber members,
Some of you may have kept up with the State Government’s attempts to shore up its financial deficit through the adoption of slots and others measures. But the recent application of a 6% sales tax to IT services is just unacceptable. We the Maryland Hispanic Chamber of Commerce oppose the computer services sales tax because it will stifle economic development and damage Maryland’s competitiveness. Regardless of company size or industry sector, Maryland businesses rely on computer services to compete. Imposing a 6 percent sales tax on computer services like web design, network maintenance and custom programming is bad fiscal policy.
